Hồ Văn Hoàng, Party Committee Secretary, Director of the Institute, along with
members of the Institute’s Leadership Board, the Party Executive Committee, and
heads of departments of the Institute.

At the meeting, Assoc. Prof. Hồ Văn
Hoàng, Director of the Institute, reported on the operational situation of the IMPE
Quy Nhon in recent years. With the attention and direction of the Ministry of
Health, the staff of the Institute have united and made great efforts to
successfully fulfill the political tasks assigned by the Ministry in malaria
and vector-borne diseasese prevention and control in the Central Vietnam. However,
the Institute has also confronted many difficulties. Since 2023, the Institute has
been financial autonomy completely; allowance policy for epidemic prevention
support and occupation-specific allowances have been many shortcomings; and
that Assoc. Prof. Hồ Văn Hoàng will step down from his managerial position as
of May 1, 2026. The Institute also proposed
the appointment of a new Director from on-site personnel and suggested that the
Ministry of Health should pay attention to policies and benefits for the staff.

General of the Department of Planning and Finance, the Ministry of Health,
shared the difficulties faced by IMPE-QN on completely financial autonomy in
recurrent expenditures; with the Law on Disease Prevention and Resolution No.72-NQ/TW
dated September 9, 2025 on a number of breakthrough solutions to strengthen the
protection, care, and improvement of the people’s health”, we needed to focus
on preventive medicine.

Comrade Lại Vũ Kim, Deputy Director
General of the Department of Organization and Personnel, the Ministry of Health,
informed that the Ministry had been drafting a new Decree to replace Decree No.
56/2011/NĐ-CP on occupational preferential allowances for staff and workers at
public healthcare facilities, aiming to attract human resources, and ensure
fairness for high-risk positions.

Dao Hong Lan highly appreciated and acknowledged the Institute’s achievements
and efforts. The Ministry’s leadership has also paid attention to the field of
preventive medicine and has issued the Plan to implement the Law on Disease
Prevention and Resolution No. 72-NQ/TW of the Political Bureau, clearly
identifying key tasks of the health sector; strengthening policies for disease
prevention; improving the quality of human resources; renewing the training,
recruitment, and utilization of health personnel; especially, paying attention
to policies for preventive healthcare, grassroots healthcare systems. The
Minister also encouraged the Institute’s leadership and staff to implement
malaria prevention and control tasks in the Central Vietnam in accordance with
the roadmap for malaria elimination by 2030.
