On October 1st, 2012, the Ministry of Health (MoH) in association with the World Bank (WB) and the Medical Supporting Project Management Unit for provinces of northern Central Vietnam officially handed over 32 ambulances to the hospitals in districts, county towns, cities of 6 northern Central provinces with the purpose of enhancing the hospital staff's capacity in first aid and transport of patients in case of sickness or accident.
The Medical Supporting Project for northern Central provinces, which operates under the MoH’s management and with the capital loaned by the World Bank (WB), has been deployed from 2010 to 2016 in 6 provinces of northern Central Vietnam. one of the four operating elements of the project is to support the medical service at district level, mainly investing on the medical system at grassroots level to strengthen the preventative medicine and diagnosing and treating diseases activities at lower level, meet the progressive command of clinical activities, treating the local peoplein order to contribute to the improvement of the people's health in the locality. The goal of the element is based on the need to develop the investment and available resources with the contents such as providing equipments for the hospitals of the districts, towns, cities; providing equipments and infrastructure for the preventative medicine centre of districts, towns; simultaneously piloting the paying model based on the implemental capacity.

After taking time to conduct the necessary related procedure according to regulations, the MoH, WB and CPMU (Central Project Management Unit) had officially transferred 32 ambulances to the local hospitals of 6 North Central provinces; including 7 ambulances for Thanh Hoa province, 8 ambulances for Nghe An province, 4 ambulances for Ha Tinh province, 3 ambulances for Quang Binh province, 5 ambulances for Quang Tri and 5 ambulances for Thua Thien Hue province. Besides, the Vinh Medicine University was granted one 45-seat car to serve the education, teaching and practice in the field on October, 1st 2012 in Hai Phong.

In the transferring ceremony, Dr. Ha Van Thuy, Director of the Health Supporting Project Management Unit in North Central provinces - MoH had announced the Decision No. 3182/QD dated 04 September 2012 on delivering 32 ambulances and 01 45-seat bus for the provinces of the Health Supporting Project in North Central provinces using the WB capital, simultaneously made clear that the object, meaning of the granting is to improve the capacity, facilitate the hospitals, especially the district hospitals by providing ambulances for transporting patients when they met with accidents while the localities are in trouble and deficient. The Director of the Central Project Management Unit had directed the leaders of the provincial, district hospitals which received the ambulances must bring into playthe sense of responsibility in using the vehicles appropriately, effectively, in accordance with the issued address and keep the vehicles in good condition to use; and they cannot move the vehicles to other unit without the permission of the MoH, WB and CPMU.

The vehicles which are transferred to the hospitals are the Ford Everest 4x4, 2.6L Petrol ambulances and was imported from Thailand. The cars are also attached the necessary first-aid kits, equipments to give emergency aid, transport the patients or victims in the local area in case of emergency and must use the vehicles. Only the 45-seat car that was granted to the Vinh Medical University is the Hyundai New Super Aero City car and was made in Korea.
With the granted vehicles, some provincial and district hospitals in the northern Central provinces would have more condditons to improve the capacity of giving emergency aid to and transporting patients and accident victims to health stations carefully and safely, significantly reducing mortality.
