On June 4, 2009, the Central Project Management Unit (CPMU) of VGF Malaria Project hold the workshop on reviewing Vietnam Global Fund Malaria Project Round 3 and deploying the workplan for 2009 in Hue city.
Participated in the workshop were Dr. Pham Song, Chairman of Country Coordinating Mechanism (CCM), representatives from Ministry of Health, Ministry of Finance, Ministry of Planning and Investment, Vietnamese Women's Union, World Health Organization (WHO) in Vietnam; leaderships from IMPEs; Health Services, Malaria Control Centres of 29 projected provinces.
The workshop reviewed and evaluated the activities carried out in the Round 3 (2005-2008) of the VGF Malaria Project, and deployed the workplan for Round 7 (2009-2013), including the regulations on reporting systems and management of budget in the coming years. Vietnam, Department of Planning and Finance (MoH); two projected provinces of Binh Phuoc and Quang Tri, together with discussions regarding the instructions on bugetary issues of the project.
Round 3 VGF Malaria Project (2005-2008) with the aim of "consolidating and sustaining the achievements of the last decade and decisively rolling back malaria in the remaining high risk areas" was approved and implemented in 23 provinces with the highest risk of malaria nationwide. In 2008, the Global Fund continues to support Round 7 (2009-2013) with the aim of "strengthening the community-based malaria control activities in high-risk population, and enhancing the capability and sustainability of the National Malaria Control Programme" carried out in 29 provinces, including 6 new provinces. Because the two projects overlap in 2009, the remaining activities of Round 3 will be integrated into those of Round 7.
According to Dr. Nguyen Manh Hung, Director of the National Institute of Malariology-Parasitology and Entomology (NIMPE) and Head of the central project management unit, the workplan of Round 3 VGF Malaria Project was approved with a total budget of USD 20,775,518 (VND 329,604 billion), funded into five basic targets including: enhance the quality of diagnosis and treatment; implement effectively malaria control activities for ethnic minorities in remote areas; establish health care groups in areas with malaria epidemic areas, carry out malaria control measures for mobilised people in high endemic areas; strengthen and enhance the capability of malaria project management for provinces.
After 4 years of implement of the VGF Malaria Project in 23 provinces, the situation of malaria in provinces was improved significantly; the indicators of malaria morbidity and mortality reduced distinctly; no epidemics reported. Besides, the health care facilities were provided with equipment, materials, anti-malaria drugs and means of transport to serve malaria control activities effectively; especially, health staff have their technical qualifications improved significantly.

Although the management of some provinces still have unavoidable limitations, the implementation of the project in 23 provinces with high serious malaria had covered a wide range of activities which coincided the aims, activities and outputs of the project. These also served as the complimentary objectives of the National Malaria Control Program, ie. reducing morbidity and mortality rates, preventing epidemics from happening and sustaining the gained achievements. In addition, the close coordination between the CPMU, the and the institute/provincial project management units help to solve difficulties during the implemention of the project. Furthermore, the technical cooperation with WHO and other international organisations played an important part in improving and strengthening the quality and effectiveness of the project activities. Finally, the successful project was contributed by the supports, directions and management of the MoH, the CCM, relating bodies and especially the local authorities.
